Western Australia set to record nation's highest surplus for 2011-12. Estimated $209million surplus (2011-12) and surpluses forecast in all out years. Gross State Product growth, at 4.75 per cent, second highest in nation. WA has lowest State unemployment (4.3 per cent). Western Australia is set to record the highest surplus in the nation with a strong and stable economic outlook following the release of the mid-year review. Treasurer Christian Porter said despite serious global instability and impending financial threats from the Federal Labor Government, the mid-year review confirmed sound financial outcomes for WA in 2011 12 and each of the out years. Other highlights in the mid-year review: the full delivery of the Government's budget initiative of a five per cent efficiency dividend on Government Trading Enterprises, with total savings of $524million identified over the period 2011-12 to 2014-15; a further 333 voluntary separations taken up in 2011-12, bringing the total number of voluntary separations over the last three years to 1,135, resulting in savings of about $54million per year; approved growth in government agency staff levels in 2011-12 of just 1.7 per cent, about half the rate of growth of recent years; general Government sector salaries growth of 7.2 per cent in 2011-12, which is a significant turnaround from the last years under the previous Labor government
public sector wage outcomes consistent with the Government's wages policy; settlement of the contractual claims for the Perth Arena extension of time and related delay damages of $63.5million. The full report can be found at www.treasury.wa.gov.au/.

Health Minister, Treasurer unveil concept design of new children's hospital. Design includes external facade of new hospital and key areas within. NCH project on time and on budget, construction starts early January 2012. The State Government unveiled the concept design of Western Australia's $1.2billion new children's hospital, which will replace Princess Margaret Hospital for Children (PMH). The design, which includes the external facade and layout of the building, was developed with input from internal and external stakeholder groups, including members of community; youth and Aboriginal advisory committees; and PMH staff, patients and their families. New children's hospital will replace PMH in Subiaco, to be built on the QE site, Nedlands. John Holland Pty Ltd was awarded the 'managing contractor' stage one contract to design the new $1.2billion facility and carry out initial construction works. Construction begins in early January 2012 and is due for completion in 2015. Hospital name not yet decided, however it will not be Princess Margaret Hospital. - A safer community through access to information on sex offenders
Western Australian parents will be able to give better protection to their children by being able to access information on sex offenders living in their community under new laws proposed by the Liberal-National Government. Mr Porter said the register would provide the appropriate levels of publication of the most serious offenders. "The State Government must balance competing considerations when deciding what is best for community safety," the Attorney General said "What we have delivered is a measured approach to an issue of considerable concern to the community where the key concern is giving parents fair and reasonable access to information that will enhance their ability to protect their children. The Community Protection (Offender Reporting) Amendment Bill 2011 (No. 2) will be introduced into State Parliament week starting 7-Nov-2011.

The State Government tabled its draft Prostitution Bill 2011 for public comment. Attorney General Christian Porter said the bill would, for the first time, ensure the laws of the State were transparent and reflective of overwhelming community sentiment that prostitution should not be tolerated in the suburbs of Western Australia. "The bill aims to provide police, government and the community the necessary tools to finally crackdown on illegal prostitution in residential suburbs," Mr Porter said. "What this bill will mean for ordinary West Australians is that if the quiet enjoyment of their neighbourhood is disrupted by unlawful brothels, and a complaint is made, police will have definitive laws to work with and the tools to shut those brothels down. Reported assaults against police officers have dropped by 28 per cent since the Liberal-National Government introduced mandatory sentencing legislation in September last year. Attorney General Christian Porter and Police Minister Rob Johnson said police statistics had revealed there were 969 assault offences against police from September 2009 to the end of August this year - 377 offences less than in the same period in 2008-09. "What we have seen is a rapid and remarkable reduction in the number of assaults against police and other officers that coincided with the introduction of mandatory sentencing last year," Mr Porter said.

Upgraded accommodation units, providing an additional 110 beds, opened at Wooroloo Prison Farm. Corrective Services Minister Christian Porter said the redevelopment was part of the State Government's delivery of additional beds for Western Australia's prison system. The additions increased Wooroloo's capacity to 360. The redevelopment includes 74 new cells within two units at the prison farm, and 36 double bunks in other existing units; refurbishment of the old prisoner reception; staff social club; prisoner recreation areas; staff training centre; and extra office space. "The 110 extra beds will help to ease the strain on prison capacity and free up higher security accommodation across the State where minimum-security prisoners are currently being held," Mr Porter said.

Graffiti vandals face up to two years in jail or a $24,000 fine under tough new penalties that come into effect at midnight tonight. The new laws will effectively double the maximum penalties for graffiti as part of the State Government's crackdown on antisocial behaviour in Western Australia. Attorney General Christian Porter said graffiti increased by more than 30% in WA between 2003-04 and 2007-08.

Women prisoners at Broome Regional Prison will be given a greater focus on rehabilitation and reintegration into the community after today's opening of a dedicated women's precinct. Officially opening the precinct, Corrective Services Minister Christian Porter said the facilities were designed and suited to the unique needs of women in custody.
