The State Government has welcomed Chevron's announcement of a Final Investment Decision on the Wheatstone project. This follows the State Government approving a historic State Development Agreement with Chevron Australia Pty Ltd earlier this month and final environmental approvals by both the State and the Commonwealth. This secures the Wheatstone Project and creation of Western Australia's third major Liquefied Natural Gas processing site. The Liberal-National Government's record of strong financial management has been reinforced following release of the 2010-11 Annual Report on State Finances (ARSF). Premier Colin Barnett said the report also highlighted the ongoing penalty Western Australia received in relation to GST revenue grants. "WA received the same dollar amount of GST grants ($3.2billion) in 2010-11 as it did in 2003- 04, despite the national GST pool increasing by a massive 35 per cent" Mr Barnett said. The new State Reception Centre in Kings Park, with extraordinary 180 degree views of Perth, was officially unveiled by Premier Colin Barnett just six months after building commenced. "The timely completion of the project, under budget, despite a tight schedule and complexities of working around an operating restaurant and function centre, is an outstanding achievement," Mr Barnett said. "This State-owned facility will be the main venue where the prime ministers and presidents of the 53 Commonwealth nations meet. "This is the centrepiece of the Commonwealth Heads of Government Meeting (CHOGM) and ensures our city is showcased appropriately."

The State Government has appointed Wayne Gregson, an assistant commissioner for WA Police, to the role of chief executive officer of Fire and Emergency Services Authority (FESA) for a period of 12 months. Premier Colin Barnett said Mr Gregson was a well respected police officer who first joined WA Police as a cadet in 1979 and been assistant commissioner for the past seven years. "The appointment of Mr Gregson as the new CEO reaffirms our commitment to implementing the recommendations from the Perth Hills Bushfire Review," Mr Barnett said. "Mr Gregson has the skills and experience to prepare the State for the bushfire season, to implement the Perth Hills Bushfire Review recommendations and most importantly, work with all stakeholders in emergency management to prepare and eventually respond for any disaster which occurs."

| Work will begin immediately to double the capacity of the Southern Seawater Desalination Plant (SSDP) to provide 100 billion litres of drinking water a year, securing future water needs for communities stretching from Perth to the Goldfields. Premier Colin Barnett said the decision to move now on the expansion of the new plant was essential because of the lack of inflow from rainfall into the dams for the second winter in a row. The State Government announced gas prices would increase by 10 per cent from August 1, 2011. This would increase the average household gas bill by $1 a week over the next financial year. The 10 per cent increase is much lower than the Office of Energy's recommended cumulative increase of 30.2 per cent by January 1, 2012. Premier Colin Barnett said the recommended 30.2 per cent increase was too high and would place too much pressure on families. "The Liberal-National Government is conscious that the rising cost of living is hurting people and we are doing all we can to try and minimise increases in utility costs," Mr Barnett said. The increased price of retail gas was due to higher prices for wholesale gas combined with higher costs to deliver gas to households and businesses through the gas distribution network, as independently determined by the Economic Regulation Authority. The State Reception Centre being built in Kings Park for the Commonwealth Heads of Government Meeting (CHOGM) will feature a part of the 1962 British Empire and Commonwealth Games' history. Premier Colin Barnett said Western Australian timber from Perry Lakes Stadium, which was built for the games, would be recycled and used as part of the new facility's balcony decking. The opening of a new home for Western Australian rugby will drive the future growth of the sport in the State according to Premier Colin Barnett. The Premier and Sport and Recreation Minister Terry Waldron officially opened the Western Australian Rugby Centre in Mt Claremont. Mr Barnett said the new facility would provide an administration centre for RugbyWA and the Western Force, indoor training facilities, a gymnasium and change rooms. The State Government released the Economic Regulation Authority's (ERA) final report on the inquiry into the benefits and costs of providing shared corporate services in the Western Australian public sector. Premier Colin Barnett said the report recommended the decommissioning of the Office of Shared Services (OSS) and for agencies to provide their own corporate services. The ERA report found the original 2003 business case was fundamentally flawed and the proposed benefits were overly optimistic, the true cost of the project was underestimated and the proposed roll-in schedule was not realistic. "The ERA's analysis indicates that decommissioning the OSS represents the least cost and most certain option for delivering corporate services," Mr Barnett said. The new Perth Stadium will have the third-biggest capacity in Australia and will be the second largest AFL home stadium. Premier Colin Barnett said funding to improve animal welfare would more than double to $1.6million annually. "The Liberal-National Government recognises the importance in improving animal welfare standards and increasing confidence in the enforcement of these standards across WA," Mr Barnett said. "The State Government's investment will include the appointment of six additional full-time inspectors and doubling annual funding to the RSPCA to $500,000 under a service delivery agreement." Premier Colin Barnett has welcomed the announcement from Chevron of a manufacturing contract going to a local steel fabricator located in Western Australia. AGC has been awarded the contract to manufacture 7,500 tonnes of pipe spool for the Gorgon project. AGC is a service provider to the oil and gas, mining and resources, power and maintenance industries. The company fabricates pipes, tanks, pressure vessels, structural steel and mechanical handling equipment. "The awarding of this contract to a local manufacturer demonstrates that the local industry can be internationally competitive for appropriate work scopes and I congratulate AGC on their successful bid," Mr Barnett said. "Chevron's Gorgon project is the biggest-ever resource project and has already delivered more than $9billion and 3,000 jobs to Australian industry, about 90 per cent of them right here in WA. An historic agreement has been reached between the State Government, Woodside Energy Ltd and the Goolarabooloo Jabirr Jabirr (GJJ) native title claim group that ensures Western Australia and the Kimberley benefit from the development of the natural gas resources in the Browse Basin. The Traditional Owners of the land at James Price Point, located 60km north of Broome, have agreed to relinquish their native title interests in the 3,500ha of land and water required for the precinct, in return for substantial benefits for indigenous people and continuing engagement in environmental and cultural heritage management at the precinct. The precinct represents 1.5 per cent of the total GJJ native title claim area (251,500ha of land and water). Premier Colin Barnett said the agreement was an important milestone in a four-year process to select and secure the most appropriate site in the Kimberley for the LNG Precinct. Funding for road safety in Western Australia is set to reach record levels, with the State Government increasing the amount of speed camera revenue provided to the Road Trauma Trust Fund (RTTF) to two-thirds this year and to 100 per cent by July 2012. Currently, the RTTF receives one-third of revenue from speed and red light camera infringements. Premier Colin Barnett said the significant funding boost would help the State Government deliver its 12-year road safety strategy Towards Zero and reduce road trauma in WA. The share of revenue directed to reducing serious road crashes on the State's roads will triple in the next two years, representing a boost of tens of millions of dollars each year to fighting road trauma. Collie's rebuilt Wilson Park Primary School was officially opened by Premier Colin Barnett and Education Minister Liz Constable. The Porter Road school lost 80 per cent of its buildings in a fire in August 2009. The State Government committed to rebuilding the school and reopened its doors to students at the start of the school year. Mr Barnett said work on the section of the highway between the Bibbulmun Track and Collie was now complete. Work on the section of the road from the Bibbulmun Track to Allanson would be completed by the end of the month. "The Liberal-National Government has spent $6.5million on upgrading a 7.5km section of the Coalfields Highway between Allanson and Collie," he said. Mr Barnett said it was an important day for families living in Perth's northern corridor. "One of the earliest decisions we made as a new Government was to redevelop Joondalup Health Campus and the opening of these new facilities today, only a little more than two years on, marks a major milestone in the redevelopment," Mr Barnett said. "The State Government is investing $229.8million to significantly expand public hospital facilities at Joondalup Health Campus over the next two years to enable more people to receive health care locally." The State Government has donated $40,000 to Australian Red Cross on the first day of the charity's annual Red Cross Calling activity. Premier Colin Barnett said the donation was made on behalf of all West Australians. "We have all seen and heard in recent times how Australian Red Cross has been called on to help thousands of people affected by natural disasters right across Australia," Mr Barnett said. "Here at home, Red Cross has helped following the Carnarvon floods, the recent tropical cyclones and the devastating bushfires in the Perth Hills. Hundreds of students in regional and remote areas will soon be offered a free breakfast before the start of the school day in a major expansion of the Foodbank School Breakfast Program. Premier Colin Barnett said the highly successful program, which each week served healthy and nutritious breakfasts to about 34,000 students at schools in low socio-economic areas, would be expanded to include more regional and remote schools across the State. The announcement by the Premier, Education Minister Liz Constable and Regional Development Minister Brendon Grylls at Greenfields Primary School in Mandurah will see $780,000 worth of State Government Royalties for Regions funding injected into the program over a four-year period. Finance Minister Simon O'Brien announced extensive consolidation of departmental offices as part of the State Government's office accommodation reforms. From June 2012, office accommodation costs to the State Government will be significantly reduced due to the relocation of Government departments from the expensive Perth Central Business District (CBD). Mr O'Brien said the reduced costs are estimated to be $11million per year over the next 15 years - a saving of up to $165million. The heritage listed Hale House will be refurbished as part of a move to consolidate Ministerial offices and central Government departments around Parliament House. Premier Colin Barnett said the State Government-owned building would become home to a purpose-built State Cabinet meeting room, the Cabinet Secretariat and the Office of the Premier. "There are a number of factors which have lead to this decision including the owners of Governor Stirling Tower (GST) informing the Government the building would not be available from July 2012," Mr Barnett said. An independent review of bushfire risk management in the Perth Hills area will include public hearings and submissions and require the co-operation of all Government agencies and officers with assistance from local governments. Premier Colin Barnett said the work undertaken would be in addition to a review under way by the Fire and Emergency Services Authority (FESA). "The bushfires in Perth's Hills over the weekend of February 5 and 6 destroyed 71 homes with a further 39 homes and other structures damaged," the Premier said. Mr Barnett has appointed Mr Mick Keelty APM to chair the review. "Mick Keelty was the Australian Federal Police (AFP) Commissioner for eight years from 2001-2009 and oversaw the expansion of the AFP following the terrorist attacks in the United States of America and played a crucial role in disaster assessment and emergency response at the time of the Bali bombings," he said. Detailed design plans for the much anticipated redevelopment of Perth Waterfront were released, alongside a commitment for project funding in this year's State Budget and confirmation that earthworks will start in early 2012. Construction is expected to take about 30 months with the project due to be completed in mid-2014. Premier Colin Barnett said Cabinet had approved $270 million funding for the Perth Waterfront Project in the 2011-12 State Budget. "Preparation of the site will begin immediately after the Commonwealth Heads of Government Meeting in October this year which will pave the way for major earthworks for the exciting redevelopment of Perth Waterfront in early 2012," he said.
