| The introduction of light rail, development of bus rapid transit services and extension of the rail line to Yanchep are the State Government's priority projects to meet Perth's public transport needs for the next 20 years. Transport Minister Troy Buswell said the 'Public Transport in Perth in 2031' plan outlined a strategy to increase capacity and efficiency of the current network and further expand it, as well as implementing a rapid transit system to move more people during peak hours. "Over the past 10 years, public transport use in Perth has increased by 67 per cent, and by 2031, Perth residents will more than double their use of public transport, which will see it account for nearly 70 per cent of all trips to the CBD," Mr Buswell said. "To cope with this increase and the future growth of the city, which has a predicted population of 2.2 million by 2031, we need to develop a mass transit system which integrates the heavy rail system, buses and road-based rapid transit services, using light rail or bus. The Liberal-National Government will add more than 15 million service kilometres and extra 158 buses to the State's transport system in the biggest boost to bus services in Western Australia in more than a decade. Transport Minister Troy Buswell said the big increase in the number of buses, additional frequency on existing routes and the establishment of additional routes would give people more options when planning their travel. "Through this Budget, the Liberal-National Government is boosting Transperth's annual bus service kilometres - a measure of the distance for which timetabled bus travel is funded - by an initial 3.3 million kilometres next year and a total of 15.2million kilometres per year by 2015-16," Mr Buswell said. The State Government has signalled it will lead the way in driving long-term solutions to increase the availability of affordable housing in Western Australia with the release of the 'Affordable Housing Strategy 2010-2020: Opening Doors to Affordable Housing'. Housing Minister Troy Buswell said WA's rapid economic growth had made it difficult for average Western Australians to secure an affordable home, and 'Opening Doors' aimed to deliver at least 20,000 affordable homes by 2020. 'Opening Doors' sets a bold new direction to deliver a wider variety of affordable housing options to a broader range of people," Mr Buswell said. Housing Minister Troy Buswell announced a series of policy amendments and new initiatives to strengthen the State Government's response to anti-social behaviour by public housing tenants. The changes follow an urgent review into the Department of Housing's implementation of the Government's Disruptive Behaviour Management Strategy, which came into effect in December 2009. "Some specific cases brought to my attention over the past month highlighted two key areas of great concern to me - the fact that there was too much scope for discretion in the three strikes policy, and that the implementation of this policy has been inconsistent," Mr Buswell said. The State Government has brought forward a $58million project to widen the section of Kwinana Freeway between Leach Highway and Roe Highway to three lanes, to reduce congestion and improve safety. Transport Minister Troy Buswell announced that Highway Construction Pty Ltd was selected as preferred proponent for the project, with construction work to commence in June 2011 and take about 10 months to complete. "This section of Kwinana Freeway becomes heavily congested during peak traffic periods, and widening it from two to three lanes in both directions will help alleviate the situation as well as improve safety and travel times," Mr Buswell said. Brookton Highway over the Canning River in Roleystone has been reconnected by a temporary crossing, less than one month after Buckingham Bridge was destroyed by fire. Transport Minister Troy Buswell opened the crossing and praised the efforts of Main Roads WA and its contractor Keslake Nominees in establishing the link so soon after February's devastating bushfires in the Kelmscott and Roleystone areas. "Up to 4,000 vehicles per day use this section of Brookton Highway, and care had to be taken to ensure the crossing could safely carry this traffic until a permanent replacement bridge is designed and built," Mr Buswell said. The State Government will build a $30million overpass to eliminate a notorious traffic black spot at the intersection of Reid Highway and Mirrabooka Avenue. Inspecting the intersection, Transport Minister Troy Buswell said work on the Reid Highway overpass would begin in April and be completed by the end of 2011. "This is a long-awaited and long-overdue project that will greatly enhance safety for all road users and improve traffic efficiency on roads in this area," Mr Buswell said. Transport Minister Troy Buswell announced the introduction of competition on the Perth to Exmouth air route, following a review of intrastate air services. Mr Buswell said QantasLink and Skywest had agreed to operate the route in competition with each other. "Businesses, tourism operators and the Exmouth community have been actively seeking competition on this route for some time and this is a good outcome for them," he said. "The Coral Coast area around Exmouth has some of the State's best and most famous tourism attractions including Ningaloo Reef, Cape Range National Park, North West Cape and Coral Bay. The entire metropolitan taxi fleet will be fitted with new Taxi Camera Surveillance Units (TCSU) to give police a greater ability to investigate and prosecute crimes in taxis, under a $7.74million initiative announced by Transport Minister Troy Buswell. "My priorities are to improve safety, availability and service standards for the thousands of West Australians, and visitors to our State, who use the WA taxi service each year," Mr Buswell said. "The implementation of a much higher mandatory standard for TCSUs will provide a significantly increased level of safety to both passengers and drivers."
