Work on the site began a little over a month ago. Dr Jacobs observed the frenetic activity of more than a dozen massive earthmoving machines which are spearheading site works for the building phase that will involve at least 500 workers at peak times over the next 24 months. Local industry is already heavily involved in the project with earthmoving machines criss-crossing the site coming from a sub-contract company based at nearby Brunswick Junction, with their drivers and support people living throughout the area, including some at Binningup. The Road Traffic Amendment (Hoons) Bill 2009 will increase the period a vehicle is impounded from seven days to 28 for a first hoon offence and from 28 days to three months for a second offence.
